Seller Initiated Offer (SIO)
There may be times when a buyer is showing interest in your item but are having trouble deciding whether to buy. You can help give them a little push with a targeted offer or incentive. eBay provides you with a method to do just that with the Offer to Buyers tool. And it’s free! This is known as a Seller Initiated offer (SIO).
Targeting buyers that have already shown interest in your items can help increase sales and build awareness of your brand.
The Offer to Buyers tool enables you to start the negotiation process with interested buyers. We will keep an eye out to make sure buyers aren’t overwhelmed with multiple offers from different sellers so that you can send offers with confidence.
Price reduction – Offer a reduced price on your item to watching buyers. These buyers will be sent a reminder email to buy your item with an attractive discount.
Best offer – Allow your buyer an opportunity to counter offer the price. In order for a smoother negotiation, you can set a $ limit to be automatically accepted or rejected.
Listings that are eligible:
- Items a buyer opts to watch
- Items added to cart that have been there for at least 2 days
To find if your listings make the cut: Seller Hub > Listings > Send offers-eligible
- Improve conversion – By lowering your price with a buyer who has already shown interest in your product, you may be able to close the sale faster.
- Target interested buyers – Send targeted offers directly to shoppers who have shown interest in your listings.
- Save time – Send offers automatically to interested buyers.
Find the Offer to Buyers tool in your Seller Hub.
1.Under quick filters click “Send offers-eligible”.

2. Select the listing you’d like to make an offer on.

3. Enter your offer price, check the boxes next to “Allow counter offers” or “Automatically send offers” if applicable, then click “Send offers”.
Note: For store sellers, you will also have the option to send a store coupon with the offer. Buyers will receive the coupon if the offer expires.

4. Your buyer will receive an offer message similar to this.

When you set up the offer, make sure the Automatically send offers box is checked.

You can also change the settings by going to Active Listings > Offer Settings even after the offer is in motion.

Q1: What is the difference between Offer to Buyers and Best Offer?
A1: Unlike Best Offer (an option you select at the time of listing), you can use this tool to make an offer to eligible buyers who are watching your listings. If you’re accepting Best Offers on a listing, you can still send an offer to eligible buyers if they are watching a listing. This does not apply if the buyer previously sent you a Best Offer.
Q2: Is the item locked while an offer is open? What if someone else wants to buy?
A2: Having an open offer does not prevent others from buying the item. In addition, any offers that haven’t been accepted will be canceled when the item is sold or multi-sku items are sold out to another buyer.
Q3: Can I make an offer on shipping only?
A3: No, sending an offer applies only to the item price and does not include shipping. You can adjust the offer price to offset the postage cost.
Q4: How do I cancel an offer I set up on My eBay?
A4: Visit My All Selling and select More Actions > Review All Offers for the relevant listing to cancel an offer. You can only do so if a buyer has not already accepted your offer.
Q5: Which price will be displayed in the search history?
A5: Once the listing has ended, and regardless of whether the buyer purchased the item from you at a discounted price or not, we will only show the original Buy It Now price.
